People aren't gonna like my answer, but culture. Blacks and Latinos are taught from a young age to distrust the police and other races, especially White people. And they're raised in an environment where your reputation on the street gets you more respect then a college degree. Also, these people have realized that they can make a decent living by selling drugs and stolen goods, so why work a proper job? Also, they don't see murder and robbing as a crime, but as a means of survival.

A broken family is the single biggest indicator of whether or not the children are likely to be criminals. Fathers specifically have a bigger impact on this, because that's who kids learn discipline and morals from.
