If everyone specifically hates this one particular person for the color of their skin. Who's fault is it?

Since such a situation does not exist and arguably cannot realistically exist, it is very difficult to say.

It would be quite a challenge to get everyone to agree on anything and in general this is only practically possible if everyone consist of only a small population. Less strictly speaking it requires a good reason the better that reason the larger the majority.

So for a significant large enough majority to qualify as 'everyone' there must therefore be a very good reason. Perhaps they are blue because they created a plague that killed large numbers of people.

Neither is true. I'm suspicious of POC because they can't be held accountable, the majority are violent and are fiercely tribalistic. If they can't get their house in order as a whole and can not behave in such a way that other groups find expectable then pulling the race card is a dismissive and weak tactic. Excess to white people isn't a human right and if you want to live with us it is up to POC to convince us that it would benefit us and we still should have a right to say no. Hatred might result In not respecting the space and rights of others.

It's ignorance. It's a mental disease or program being passed from person to person. You can think you are not racist and still be racist. That's how mental diseases work a lot of the time. Do you get nervous around other races? Well, ask yourself why is that. Nervousness doesn't have to mean you're racist, that's not my point, but it does mean you have some beliefs that are creating that feeling.
