Why do people hate gangsters?

Why do people hate gangsters when cops are far worse than them? Gangsters such as the Mexican cartels, the Italian Mafia, the Crips, etc. are badass tough guys who give to the poor while cops are just cowardly abusers who do not question the evil government? Gangsters love freedom which is why they rebel against the law.

Intelligent people hate those that destroy things, like somebody who demands attention from others but does not listen or give attention, somebody who asks for gifts but does not give gifts, somebody who asks for service but does not give service, somebody who says bad things about others but never good things about them, somebody who never does a single good thing without posting their photo online for a million people to compliment them for their good deed etc... Crime falls into the same category.
