Always was. USA never actually overcame the racial problems, preferring to suppress it and pretend it never existed. Well, some problems you just can't run from forever. BLM is the attempt to resolve this which is also why it is at the center of the commotion, not because it is causing the issue but because BLM is exposing it again.

Only a few countries have explicitly passed laws based on people's race. South Africa and the US are the only two I am sure of (although there are certainly others, maybe Japan and Saudi Arabia, for example).

America has a long sordid history on race that still hasn’t been fully reckoned with. Those divisions are deeply ingrained and politicians and political organizations know they can play to that for political gain.
