Depends on what you mean when saying Asians. When talking about the 'color' of individuals in charge, then it is irrelevant in my opinion.
When speaking of states, then let's see some 'big brain' person of xyz origin in which country have achieved something truly remarkable or been acknowledged. In many cases these would be Western countries.
In any case, those who make the decisions, should be in such places, where social, political, economic achievements are more - let's agree on saying - 'advanced' than in other countries.

In India? Are you sure? It's notorious for sectarian videos and violent attacks on women. In China there an ongoing genocide against the Uigers and dissent or reporting of government wrongs is brutally suppressed. In Russia they are killing thousands of young men by sending them to the East in Ukraine unprepared and unsupported.

Different Asians have different cultures. Different cultures have different values. Same for whites. So the question doesn't make sense unless you specify which Asians or whites you are talking about.
