He keeps raising his rate on Cameo, and has already made thousands. Who would pay this guy?

Are they? Do you have any evidence he is being paid for it frequently?
Raising a price would signal that you are able to get business at a higher rate. If I can do 10 videos a day for 50, 500 or 5000$ each I will clearly opt for 5000. Similarly if I can do 100 vifeos for 50, 10 for 500 or 1 for 5000 I will once again opt for 5000.
The supposed reasoning is simple.
If I get no business at all then raising my price may signal that my product is a luxury item. That in itself might make people buy it.
A swedish store, Gekås (Sweden's largest singular store) launched a perfume a decade ago or so. To celebrate this they gave perfume bottles away after people shopped. Most everyone said no. They had trouble handing their perfume away for free.
So they put the exact same one in the store. Put it 10$ above the rest and sold out in a few days.
Lesson? Sometimes people value things because of the price, not what it is. This is known as a veblen good in basic economy, the higher the price the higher the perceived value.
As for why someone might, not too hard to imagine. Could be nice having a small gag of a politican vouching for you in a video. Could be he has a following or fans.
It could be that its a very easy way for people to legally give him money in exchange for a verifiable service that takes extremely little time to perform. Maybe its just a really convenient way to receive bribes?
Honestly, unless we know who is buying it, if anyone, it is hard to say much for certain.
Sen. John Fetterman of Pennsylvania did, to troll Sen. Bob Menendez.
"I thought my ethically-challenged colleague @BobMenendezNJ could use some encouragement given his substantial legal problems, so, I approached a seasoned expert on the matter to give 'Bobby from Jersey' some advice."
