Why does American society support criminal and/or denegrative behaviors that elsewhere - including Europe - would be deemed unacceptable?

I am truly curious.

I am not just talking about sleeping around with often low class partners (old saying, birds of a feather flock together hence why people who sleep around often end up with lousy partners) but

drug abuse (is normalized as much as breathing is in some areas of the USA),

behavioral conduct (it's not uncommon for people to assault emergency service providers like paramedics & firemen in some areas of America),

lack of general manners or common decency (e. g. holding open a door even for a senior or standing up at a clinic for example is like pulling teeth without anesthetic.)

criminally (I believe it's California that's passed or in the midst of passing a bylaw that, has, if remember correctly essentially legalized petty theft / shoplifting under X value).

I am truly curious. I mean Australia was the ONLY British colony that started off as a prison colony and yet in many ways despite the fact almost every born & bred multi generational Aussie can trace their lineage back to some criminal... they in many ways behave better than Americans. Not all Aussies but percentage to population ratio - Aussies are better behaved.
