I mean screw around like people do in America - petty crimes, drug abuse, etc. - as example in say Bulgeria or Russia or Egypt or Iraq... you're not going to get a slap on the wrist, you may end up dead or rotting in jail.

Yes such happens in the east too however it's not encouraged or normalized or excused like it is in western society.

I can only speak about my experience being from Japan and comparing it to what I've experienced in the West, but I think a helpful part is that Japanese conservatism isn't tied to religion.

We have purely secular reasons to value family, moral decency, marriage, harmony, discipline, hard work, inner peace, etc. While many Japanese fail in various aspects, they don't fail any more than, say, Christian conservatives in the West. There are no militant atheists in Japan rebelling against God, so to speak. Japanese are predominantly atheist but not the militant type rebelling against any religious traditions.

So often advancements in technology and science come into conflict with religion, and in the case of the West, this often comes into conflict with not just religion but all the traditional and conservative values associated with religion. Then you get the militant atheist types who want to rebel and embrace debauchery and promiscuity and abandon all traditions, throw out the entire rule book and the baby out with the bathwater, even the ones that are most beneficial to society.

Japan hasn't had as much difficulty reconciling such scientific and technological advancements with productive traditional values, since our conservative values aren't bundled with religion.

So most Japanese are simultaneously atheist and very conservative at the same time with respect to things like marriage and family values. That's something often missing in the West. It's rare to find a conservative atheist there.

A great number of people I've met online also often confuse me as being a devout Christian or other type of Judeo-Christian theist since my ideals place so much value on family, community, and ultimately striving to do what's best for children. Yet I'm an atheist and my views are not different from most Japanese in this context. I tend to become friends with many theists since we have these values in common despite my lack of faith in the supernatural, but I think it's a problem in the West that atheists fail to see how important these fundamental family values are to society.

On the other hand america can be seen as the most moral country because owning guns is so common. The fact that america hasn't gone extinct implies that people are responsible and willingly do not kill others, whereas give a gun... let a homeschooler into a brothel and they'll all be pregnant... with rights come responsibility, and without rights there is no such thing as morality. So, if a government prevents you from doing something truly harmful, there's still no morality, no rights.

Western people aren't saying "why are eastern people so strict and so sexually repressed? Why do men in certain eastern countries treat women like garbage and rape is extremely common in that country?"

They mostly just focus on their own lives and enjoy their own society.

The laws are lax in western countries. Liberal attitudes believe criminals should be rehabilitated. These countries often are wealthier and can spend their way out of the resulting wreckage.
