I'm going to say somewhat no as a woman who is not a muslim who likes to dress up in random things.

There should be conditions though. I remember reading a case where a child was kidnapped because they could not verify the identity of the woman picking up the child. There's too much potential for abuse. We can't really dress suspiciously already to prevent the same. Such as wearing a ski mask into a store or bank. So, it may not need to be illegal, but it may be better to restrict where and when it can be worn...

Fingerprint scanners? They seem to be cheap and easy these days. But I'd have thought the reaction of the child would be good enough.

@goaded The child couldn't recognize their parent fully covered any more than any adult could. When you were a child, did you ever end up following the wrong adult in public because they had on similar pants to your parents and you weren't paying much attention? It happens pretty commonly.

Fingerprint scanners are a good idea in theory. To implement fingerprint systems for just a relatively small minority would seem too much of a hassle to most areas. There's also no guarantee that they will consent to being fingerprinted.

I think if parents want the mother to wear a burqa and they don't want their child to be kidnapped, they'd be willing to train a fingerprint scanner that doesn't transmit the scan to anywhere else. Hell, they could provide the scanner.
