People are kind to those they like and / or understand. But the global population keeps going up, most people live in areas of high population density and are surrounded by strangers on a daily basis. They literally do not have the time to go around being nice to people when they could just ignore them and get on with their lives.

If you need a perspective skew, ask the opposite: Where is the cruelty? Why aren't people going out of their way to attack each other randomly?
Same reason: It isn't worth the time / effort.

  One day I was having a super bad day & all it took to completely turn it around was a guy standing outside of a gas station who gave me a fist bump & smiled. I don't know if he was a good person. But what he did was good. It was kind.
  
  So it's still out there, of course, but I notice that genuine kindness seems to happen to me when I least expect it. And when I say "Genuine kindness," I mean when someone doesn't just do something to get ahead of the game, with little regard for individuals.
