Yes by law only legal citizens and those who have been granted legal status may enter the USA. When they enter on a plane they must pass through immigration. Entering at any border (southern, northern, eastern.. ) they must have proof of their legal status. Just like most countries in the world.

Constitutional law says, #1) All asylum seekers must seek it at a LEGAL port of entry. If they don’t, they’re to be released into the country in which they came. In the case of our country, it would be Mexico. They are NOT legal. As far as the border, I think you’re confusing “secure” with “closed”.
