At least outwardly in public, Japanese tend to be quite polite and kind (all cities in Japan, including where I live). If you ask them for directions, many will not only give directions but guide you along the way.

Inwardly, Japanese aren't always as kind as they are outwardly. We have a concept of honne (someone's true feelings) vs. tatemae (someone's outward actions). So the way Japanese behave outwardly isn't always (or possibly even often) a reflection of their true feelings. They can be kind even to their worst enemies.
