That video is actually pretty old and originally came out about the same time some retard at the DoD thought that animated recruiting ads about having two moms or an Asian guy in disbelief that someone who looks like he does could become a helicopter pilot.

And yet some people can't figure out why majority of Americans don't trust in the competency of the government institutions...

That said, the CIA is just one of many bad apples in a basket. The state department's intelligence services are just as bad and crooked (arguably moreso), and the dozens of other redundant agencies and offices exist largely to get around scrutiny and restrictions placed on both. The fact that the directors of agencies like the CIA don't actually know what's going on in their own organization and are often appointed with no relevant experience is very much intentional for deniability.
