Yes. It is a verb and everyone is using it as a noun. "That's so cringe!" It's like that movie where that snooty preppy girl keeps trying to make "fetch" into a cool word. "That's so fetch!".
The correct term is, "cringe worthy". Everyone today is so heavily into making shortcuts in language, mostly so they don't have to type out full, correct words and, in the end, they forget HOW to even spell them correctly!
There's an episode of The Outer Limits called, "Soldier" where a warrior from our distant future gets transported back into our time (the early `60's) and he keeps repeating the same thing over and over again and nobody can understand him until someone studying him finally figures out that he's speaking an abbreviated form of English and is saying his name, rank and serial number! I think that's where we're headed, as far as language goes.

It saw it's rise and fall I would say.

A couple of years ago everyone overused it. Now it's a regular part of modern vocabulary.

When it comes to words and slangs it's pointless to try to go backwards instead of forward, it just makes one sound out of touch
