Yes, I was always that kind of person that would interact with people that others didn't, invite them out, etc

I might have to figure out why they didn't have friends already

It they had a bad reputation no, but if other people or my other friends liked them, than yes

You get it when you change geographical areas, in your new place you likely do not know anyone and need to start out with the friends thing again.
