I read Tim Snyder’s Bloodlands and he says a trend is destruction of citizenship. Which makes a lot of sense. If they’re not protected by “a govt”…even one that hates them they’re not protected at all.

Apparently even Eichmann telegraphed the Hungarian officials about not giving Jews statehood in their country, as that would delay them being railed to Auschwitz.
