No... Due to Russia's size, their elite's alcoholism and the institutional incompetence due to decades of communism the dragnet has lots and lots of holes. China is the closest to NK, in many instances (social points system, closed and censored internet, CCTV+AI everywhere) even more brutal.

  China is NK’s enabler/funder. Not sure what they get except misdirection. But if their “nukes” take an accident in the wrong way, China could have irradiated trouble,

  China gets enough influence on NK, especially with their foreign policies. On one hand they are keeping NK on a leash from attacking SK, but one the other hand I am 100% certain that NK delivers their artillery ammunition, etc. to Russia with the knowledge and blessing of China.
