Both of your sentences are understandable. That's the most important thing. Grammar is a distant second.

I prefer the second sentence. Try adding 'that' to the sentence.

Miserable people envy that I have a happier life than them.

Miserable people envy me for having a better life than them.

Miserable people are envious that I have a better life than them.

... that my life is better than theirs.

There are many variations.

Both sentences are incomplete. But 'autocorrect' even may handle THIS one day :D

Neither are grammatical and both are awkward.

"Miserable people envy my happy life." says the same thing clearly and concisely.
