Why do people throw their food and trash on the floor?

Instead of putting it in a trash can? Littering is disgusting and I feel like almost half of the population does it?

I'd rather see cops enforcing littering laws than drug laws. Jail, fine or a punch to the mouth. Litterer gets to pick.
