This may come as a surprise to you, but actors are selected on their ability to read and perform a script. The "race" of the people is either an aesthetics choice, or to keep with the story line.
But you seem the type who would shitpost online for Ariel being a "Black" mermaid. But be tone deaf to why a "mermaid" would be talking in American English...
Usually there are more than two characters in a story.
