Democracies don't inherently protect free speech and can even be subverted to give it up. That's why hate speech, vaccine hesitancy and holocaust denial are often penalised and deemed outright illegal across most western countries.
The reason democracy might work in a country like Estonia is because they're a small homogeneous country. Which the ancient Greeks also understood. However, even the ancient Greeks ended up abandoning democracy for oligarchies and monarchies.
