People are stupid. They can be made to believe any lie because either they want to believe it's true or because they are afraid it's true.
The mind is ruled by psychological biases. Such biases twist the mind into believing some things are true, when they are not. Two of the most powerful biases are hope (or, described differently, optimistic belief that something may be true) and fear. When someone hopes something may or may not be true, such as that a friend did not betray him, then he may actually believe in a lie told to him by another, or told to himself, that the friend did not betray him, when in actuality the friend did. Similarly, when someone fears something may or may not be true, such as that one is not competent enough to fill one's responsibilities, then he may actually believe that such is true. Instead of allowing biases to twist one's mind, one must try and escape the effect of the biases and determine the actual truth of a situation.
So just because a person believes it doesn't make it true.

It's literally logic that says it's not a lie if you believe it. If you go through a lie detector and believe something to be true, the scan will show positive. However, just because you didn't lie doesn't mean what you're saying is true.

I agree with msc545 but I'd like to add more context. In order to lie, or tell a lie, there has to be "intent to deceive" and the knowledge that what you are saying is a falsehood. That act makes you a "liar".
Speaking false information out of ignorance doesn't make you a liar, nor does it mean "you're lying". However, to a person who knows beyond any doubt that your information is INDEED false, they might call it "a lie" because it can be disproved.
If you were to continue to believe things or statements that have been disproved, or shown to be non-factual, you should fully expect to hear that "you're believing in lies". The crux of the matter lies in what can be proven to be true, not what you believe one way or the other.
The question is poorly phrased. It should be "... You are not a liar if you believe it" - The thing you believe can still be a lie but if you believe it that means you are not a liar - it does not change the fact that what you believe is a lie.

There is a slight difference between an outright lie and deception. If you mention something that happened 10 years ago but don’t say this and by that allude it’s recent news, then it is aiming to deceive people (being a cnut) but it is not lying as it did occur. However if you read a story that is obviously fake and then tell others as if it was true, then you are lying and attempting to deceive others.

Its still a deception. If you make an incorrect statement and do not know it is false, its not a lie. Trumps exaggerations are not lies when he makes them. If a fact checker later discredits them, they are still not lies. They are misstatements.
