They don't- or were you under the impression that all the black people live in America? They do far better in this regard elsewhere- here, it's mostly due to cultural values that did their best to destroy the black family as a cultural institution, creating a cycle that keeps perpetuating itself. The Johnson-era welfare reforms were particularly devastating in this area. That was deliberate, too- he famously said this would "keep [black people] voting for us [the Democrats] for 300 years".

And no, he didn't refer to them as "black people".

Because there is a vicious cycle of children raised without a father, and thus without a healthy male role model. And fatherless children are far more likely to have low standards and low morals, which means they are more likely to engage in irresponsible behavior, which leads to a higher likelihood of having unplanned children. Almost 3/4 of black children in America are raised without a father, which is terrible.

As someone else righty pointed out, liberal government policies enables and even encourages the problem.

The Johnson Administration (Democrat) incentivized it financially. Government still does. Prior to WW2, the illegitimacy rate among Black women was lower than whites.

No they definitely have a father. A piece of paper that's notarized doesn't mean they are with or without father. If a parent really doesn't want to be in a child's life a piece of paper is not going to change that
