Because Black culture promotes it. Think about this; what are the most popular rap songs about? Thug life, gang life, WAP, having sex. Black boys are growing up in a culture that is teaching them to not be fathers. Black girls are growing up in a culture that is teaching them to sleep around.
Then there’s the cycle of relying on government benefits. Black women divorcing their husbands to marry the government and receive welfare, and why not? They receive more money being unmarried. And more money if they have a kid.

Cultural traditions that devalue parenthood, coupled with government welfare policies incentivizing its lack. One sets up poor family situations, and the other works to ensure the dependency is never broken.
