There's a part of the countries that is situated in Europe, around 14 % of Turkish people live there and they're usually pretty "westernized" for a lots of them for those I would say yes they're pretty European but Turks can look White, Asian or very "ethnic" looking a bit like Arab nothing like European.
It really depends on the person. There's the western part of Turkey where people look pretty White and the others where people look more alike Iranian / Arab than anything else so those are not White on overall I would say that no Turks are not White neither European. They're more central Asian.
As for descend of the royal many ruler married and had baby with White European women as they were seen as more beautiful so it's not surprising that they look so White.
Basically Turks is more of a cultural backgrounds than a race as there's Turks looking White, Asian or Arab. All the Turks I know in France look like Arab very dark and very religious but in their football teams lots of them look White in German tv show there's lots of Turkish people too and they often look pretty White too, it depend on the person.

They became westernized because of Attaturk some decade ago and also because they want to be part of UE so they got no choice.
Japanese also try to get more westernized they began during the Meiji era in the early 2Oth and the more the time pass the more westernized they become, it's seen as a cool things there and they love to date foreigner for fun as well as learn English, rap and soccer become more and more popular aswell as basketball.
Western things are seen as cool in nearly everywhere in the worlds. (except in ex colony where is it either hated or loved depending on the person / countries).
And it's not so surprising we look alike as those countries used to put White women into their harem and rich men took them as second wife and such (or they also forced them to become muslim and they became a regular citizen). They also took White men as Janissaire (they were the elite fighter of the ruler of the Ottoman empire).
So it wasn't so much White migration but Arab and Indian who took White people as slave and mixed with them.
I think the Middle East would be better if Turkey stayed westernized and became a regional power.
Instead Saudi Arabia and Iran and Israel are competing with each other and Turkey is too busy trying to join the EU then to influence the Arab countries.
And their president Erdoğan has been moving Turkey in an Islamist direction.

President of Turkey Erdogan is trying to kill everything that Attaturk did and he try to get Turks to be Muslim again, he want to enter the EU but at the same time try to bring his country to the dark age, he's shit at economy there's a 70 % price higher this years and instead of trying to find ways to lower the price he say to Turkish people to become Muslim again...
It's quite good though he's not trying to compete in middle east with Israel and all though because with the population Turkey has I think their army would do quite a lot of harms. There's enough murder in middle east.

Majority of refugee stay in Turkey though, look up how many he took, he took ways more than any European countries and every time EU doesn't do what he want he's threatening us to let them go into Europe.
That family has very little actual Central Asian or Anatolian DNA if they are descendant from the Ottoman royal house anyway. Sultans were basically European in heritage since their fathers only had children with harem concubines (none of whom were born to a Muslim family because in their religion they couldn't take a Muslim as a slave), as they didn't want to share political power with another family.
Also to answer your question, it depends. Some of them are white but most of them aren't. But I don't think Turks see race the same way as Americans anyway.
Some are definitely white. I saw a local woman in the taxis next to me in Istanbul and she was drop dead gorgeous and white but she was with her mother and it looks like they were out shopping. many others were white and some though weren’t so obvious but not out of the realm of being white. I don’t know what the country-side was like though.

I don't consider Turks white or European. In my mind they've always been middle eastern, or rather Asian since their origins are from Seljuks who came from the steppes around central Asia.
The turks were originally the same as Mongols but like you see in this picture ottomans took European wives and light skinned, blonde haired blue eyes ones were favoured so over successive generations the turk was bred out of them.
they are not, their somewhere in-between Europeans and Arabs in appearance similar to Persians.
