If it happens, maybe California. I have not read anything about it politically, but just from observation after living there for 12 years, California is already pretty loose when it comes to prostitution.

By far, more than any place I've lived or visited, they seem to look the other way. I've never seen so many hookers openly soliciting, especially around the military bases which are still numerous in California. The hookers are out in droves on military payday, and don't make any attempt to hide it.

I can see the selling point. Legalize it in California to stop the flow of California money to Nevada. That's a common argument for legalizing a lot of things. Legalize it here, or they will just cross the border and spend their money there.

Feminists won't let it happen in blue states and conservatives don't want it to happen in red states, so it probably won't. Oregon would be your best bet, but it's a long shot. There's too much power in keeping prostitution illegal.
