Not in the least, the poorer and more subsistence your population, the more babies you’re going to have. What it demonstrates is future immigration flows, as mature economies need to replenish their workforces to sustain their social safety nets/retirement programs.
There's a lot of poorer countries with the birth rate collapse.
Which ones? Not very obvious from the fertility map, which is a proxy for economic development as well as maturity of the healthcare system (not necessarily access) and vaccination rates.
