When a criminal organization manages to take over the entirety of Russia, for example, the entirety of Russia becomes an enemy. If there are dissenters on Russia they are not doing enough to impede the criminal power of Russia. And the reason they aren't doing enough is because there aren't enough of them. This is the way a war works and its why war is horrible. If war was just bad guys killing bad guys no one would oppose. War is always a case of scared people driven to violence based on lies and willing to kill innocent people to stop feeling afraid.
