I don't know if they are evil, but they are very selfish indeed. They do seem like the type that would steal from others to supply themselves in an emergency.

Yes when there’s a crisis and someone hoards some deportable resource, they’re an asshole. And usually they don’t even use it.

TP and paper towels don't even have a poor supply reliability nor are they essential.

They would be hoarding toothpaste and mouthwash if that's whad had become popular to do.
