It is the Republicans who has been trying to defund and dismantle FEMA. Furthermore, its the Republicans who are against welfare and government assistance.

That said, you have to be a very special person if you think that any country prioritizes the people of another country over their own. USA is giving assistance to Ukraine because that benefits Americans. That should have been obvious. Likewise with other "charity" work around the world. Nations dont do charity, ever. There is always a selfish motive behind it.
