All you need to do to see the political game is to look at some of those who voted against increased funding. Nobody from any coastal state that got hit should have voted against it, yet we have Gaetz (Florida) and Greene (Georgia) voting against it. I think there's 3-4 others from coastal states who voted against it, but they're the ones with the most name recognition. No democrat did in either chamber of Congress. Also, apparently it easily passed the Senate meaning that there was a fair bit of bipartisan support there.

They did pass a stop gap measure to take the agency through December, I don't think they need to rush back from recess. They will either do what they need to do to Fund FEMA now or in a few weeks, but they are apparently not short on funds now, although people can make big deal about nothing, I'm sure.
