@Avicenna Wherever they live let them buy insurance to cover the damage or replacements. The insurance companies will assess the risk and charge enough to cover the cost of the payouts. I don't want the government to tax (rob) people in other areas to pay for their insurance.

Uh, it’s a little late for that. And presumably they had insurance, but have you ever dealt with an insurer after your home is destroyed? I hear it can take a very long time until they pay, and often requires legal representation.

@Avicenna It takes a day. I don't know all the details because I wasn't involved, There was a major hail storm. The insurance representative came out the next day and stated the amount they would pay, my parents hired a roofing contractor for I believe $13,000, and by the time the roof was replaced the insurance company paid the roofing contractor or maybe to us and we used it to pay the roofing contractor. Insurance companies would go broke if they had to defend thousands of lawsuits. Moreover, the word would get around. Then that company couldn't sell any more insurance.
