I would say countries like Saudi Arabia, Qatar, UAE, Egypt and China. Even Ukraine.
Countries like Iran, North Korea, Russia and, Venezuela and Afghanistan, may be "evil", but at least they're straight forward about where they stand. They aren't two-faced. The worst are the countries that pretend to be your allies, while at the same time sponsoring terrorism or manipulating you to get their way.
