One. A China wall in the middle sounds ridiculous on paper.

Two. You would need to round up the smart people on one side and round up the dumb people on the other which is all relative. Dumb as in lacking common sense or not reaching a certain IQ criteria / Smart as in a healthcare provider, NASA engineer, to a psychologist. I really don’t think this is a good idea since we should learn to get along & help each other as Americans not try to put a solution on a basic concept.

That would require the "Smart" people recognize the legitimacy of secession either from the state or the federal union.
Walls to prevent people from going places and have different laws are known as borders.

You can start by getting Oregon State legislator to let their western counties leave to Idaho.

Well, leaving aside that intelligence can be subjective, no society can function with only "smart" or "stupid" people- we need people with diverse skill sets.

I do think it would make sense to peacefully partition the US into two countries by broad ideology.

Yes, we need a National divorce. Give liberals the left side of the country and conservatives the right side. Build a wall along the Mississippi River to keep them on their own side once their food runs out.

That is a good point, keep the borders open to let the smart people vote with their feet, that said it only works if you allow states to setup special voter tests like poll taxes to drive away the people who don't care enough to pay it.
