In US history, only a handful of sitting Vice Presidents have been elected President, the most recent being George HW Bush 30 years ago. A Vice President almost always serves their term, then goes into the private sector, writes a book, or retires. They rarely have eyes on becoming President.
So, let's go back in time to 2020, when the Democrats selected Kamala Harris to be Joe Biden's VP. What was the Democrat's plan? Did anyone then think that Kamala would be Biden's successor as President? Or just be the typical VP and someone else would be the next Democratic Presidential candidate?

In 2020, Democrats picked Harris as VP in an attempt to get more women and black votes, in an election they thought they would lose. There was never any thought of her eventually running for President, she couldn't even survive a primary.
