Are Sanctions a really efficient tool?

I saw a program in Russia about their time in Sanctions. They cannot move like before from place to place so they have to spend money in local places. This strengthens the local economy. So my question is does Sanction really work. Comments welcome.

It raises the cost of everything.
People barely scraping by are going to be screwed over further. The cost of everything on my shopping list has already gone up $2-$5. If scraping by people put things back and have to do without. Even more items removed from a cart each grocery trip is not something his voters voted for... but is something they voted for.

When you can get a company to abandon it's plan to relocate in Mexico by threatening to put tarriffs on everything coming from Mexico it is an efficient tool. Also if you can get a country to stop caravans of illegal aliens from travelling through the country by threatening tariffs it is very effective.

Russia cannot produce their most modern weapon systems anymore (Sukhoi Su-57, T-14 Armata...), as these use critical parts produced in Western countries. They also have increasing problems with maintaining their infrastructure for the same reason. 2025 will be the decisive year for Russia.
