Should USA have a uniform set of laws regarding the rights and obligations of identifying oneself to police?

As it is, each states laws vary. Here's a list... In an effort to avoid confusion and ensure the public knows it's rights... should the laws be updated at a federal level? That is possible, now that we have a "king".

The goal: unify the country, simplify complexity and ensure consumers and police know their rights and parameters. Avoid risk of conflict and accidents with police.
