why does any state need cities? They are crowded places with high crime and poverty. People would be happier with a little space between them.

For what reason would a city develop in those areas? In the future, it might, but the presence of water is a very big advantage that is mostly absent.

I guess industries historically build cities. As workers move in to work and small businesses to serve them.
