No one should not be filming anyone at all without the persons expressed permission. It's against HIPPA laws, which by the way are going to be even more strict very soon!
Yes they should be able to tell you to stop filming anyone who hasn't given you permission.

If you're in public, a person can record you. Nobody should be rude about it, but it's not illegal to video anything going on in public areas.

There are still HIPPA laws on the books that protect the person being on a video because NAMI is video taping a mentally ill person and they have more rights than you or I do. His family could use the people because they are going to take the video and show it to people without him permission.
Otherwise they are exploiting them!

My son has special needs and his school used to film the class and he was in the classroom. They had to get my permission each and every time they would film him and had to tell me who was going to view it and what it was for.
