Clearly you don't know what FEMA is. FEMA needs $ for disaster relief to provide it. When Congress doesn't fund that, they can't do it. Biden has no control over that. Blame the MAGA Congress members for blocking thst funding. You can find the lists easily online, but some MAGA members who voted against it were from FL, GA, and NC. So really they are the reason there was hardly any disaster relief.

My guess is foreign aid. Congress votes on FEMA's disaster relief funding, which means Biden can't give them money for disaster relief if Congress decided that it wasn't needed. MAGA members of Congress decided it wasn't and some were from states that needed it.

Giving money to foreign countries is not the same as using money internally. Most money used regarding immigrants and natrual disasters is conducted by FEMA which gets federal funding. However an increase in their funding for any specific role they seek it for has to get Congressional approval. So the $ to help NC was not given because MAGA Congress persons voted against an increase in their disaster relief funding. They can't do what they would do if they can't afford it. If you want the POTUS to bypass Congress to increase federal funding for disaster relief that is an entirely different issue. As of now the president doesn't have that power.
