The only reason America imports oil at all is due to geopolitics and as a result chemistry. Tariffs put the burden on importers NOT opposing countries, when importers are charged more they will get it by increasing the charges against corporations, corporations then charge against consumers to fight against the heavy burden. You want a positive net flow, not a negative when it comes to profit.

If it costs you $0.50 to make a product though it costs $15 for shipping & handling per unit leaving consumers with $25 price tag…. Once the cost of shipping & handling suddenly jumps to $25, consumers pay $35 price tag.
