Why do government shutdowns always seem to come up with a solution at the 11th hour instead of ASAP?

Because they are REALLY REALLY bad for the country and any sane politician will bend over backwards to avoid one. Which means they will even go against their own political party and agenda to find a solution if push comes to shove.

The process basically goes like this. Coming up to a political shutdown the politicians will do their normal waffling around to try get the best deal for themselves. Usually this results in some abomination of a deal where both sides gets major things that they want. This takes a while and then when it comes time to actually vote for it there will be some insane politicians that refuse which makes the vote fail. Repeat until its the 11th hour and instead of demanding a bunch of benefits for passing the bill they instead try to pass the smallest bill as quickly as possible just to kick the can down the road for a few more months. Proceed back to negotiating the monster deal that nobody likes and repeat.

It is a tactic to force pressure on others to accept a bad deal because time ram out and some things must continue on. We used to call it “running out the clock”.

It didn’t work well this time because Elon Musk saw the fiscal waste in the 1,500 pages and used X to raise the issue publicly and also inform Trump who instructed the Republicans to vote against it. Now a smaller deal is being crafted.

It's done by design. They want to see which side will break and give in to the other's demands first, even if it means dragging it out to desperately dangerous lengths.

The playbook is to let it go until the very last minute than ram a bloated bill through the legislature where everybody gets a taste and the taxpayers get screwed
