There's a strong argument to be made for Biden due to strong parallels to Woodrow Wilson and carrying over the worst parts of the Obama administration. Bush wasn't good, but there's no way he's lower than Wilson, FDR, either of the Johnsons, or Buchanan, to name the obvious ones.

The biggest problem with Bush is that he was a very weak executive who let his own VP and the state department undermine him constantly with no pushback whatsoever - and he defends this dichotomy to this day. That in turn makes it very difficult to defend him in any way other than pointing out that people hate him for the wrong reasons.

I don't know who that is, but Biden I agree. But Bush is hardly the worst! I can think of several off the top of my head that were worse than Bush. Obama, Carter, Bush's dad, JFK, Lyndon Johnson, Ford, Hoover. And that's only from MODERN history. I don't know how far back you want to go.
Bush was a two term president, while the ones I listed, with the exception of Obama were all one-termers. So if Bush was elected for two terms, he was by no means a bad president.
