I'm assuming you men denying someone a medical procedure that saves a life, like an Appendectomy. It is already illegal in the US to deny someone treatment for life saving treatment. If you mean is it murder for a health insurance provider to deny a claim? Then no, I suppose there could be fraud involved. Like if the policy clearly said it will cover something and they didn't. That's messed up. But you are not entitled to someone else's labor.
