
I'm not saying this one stat means everything but it's bad. China and India have mitigating factors in my opinion but the UK doesn't and can't afford to lose these tax payers.
Either you can run your country as very business friendly and low taxes to attract rich people and capable people who wanna start businesses or move to your country to work. This might lead to a bigger gap between rich and poor because the laws are written for rich people but your country will have a thriving economy and more money will be flowing more taxes for the government and this rising tide will benefit also poor people in a small way. This is the American approach.
Or you can be less friendly to rich people with your tax laws and try and focus more on public services like education, health care, wellfare, infrastructure and keep the living standards high even for those who are struggling. This will also create a certain quality of life. People like to be in a place where everyone is doing pretty well nobody is openly suffering in the streets homeless. It creates an optimism and trust in the government and the country. Many rich european countries do this or some can even do both attract rich people and also care for the less fortunate which is great.
But the UK seems to have the worst of all worlds poor people are suffering and rich people don't want to be there either and because of Brexit a lot of businesses have also left or stopped investing. The public services are almost collapsing. Nothing's going well the public services cost to much and are inefficient and when they get privatized it's just a way to steal money from the public and it's corruption and the service still sucks. That's at least the impression I'm getting from the outside.
