India shouldn't get anymore aid money from the West, or anyone honestly. If you can afford to build a space rocket, you can afford to build plumbing and waste disposal facilities.

Believe it or not but space exploration is 100 times cheaper than basic sanitation or housing or clean food and water. You are vastly underestimating how fucking expensive and difficult these things are as opposed to just building a metal tube full of alcohol from NASA designs.

Those two things are not mutually exclusive. Its like asking why you are eating at home when there are children starving in Africa. They would not have more food if you starved to death just like how them starving did not earn you your sandwich.
