Racism is a learned ideology, but kin selection or inclusive fitness is a natural phenomenon of social animals. People being social animals naturally favor and group together socially with organisms with higher levels of relatedness so long as there is a favorable cost benefit ratio. We favor our immediate family over our neighbors, our neighbors over people from other cities, our countrymen, over people from other continents and so on. Thus you do observe racial divisions or self segregation among race groups due to level of relatedness or commonality. When there is conflict among groups, it's an us vs them scenario. This can lead to discrimination/prejudice toward the out group signaled by racial indicators. That said racism is when you conclude that specific character or ability traits are a result of someone's race. Racism is a pseudoscience philosophy that falls outside of normal kin selection or prejudice.
Same same but different is a good evolutionary tactic. It has the effect of selecting someone similar as you to mate with and the benefit is that preserves local adaptions.
So I think something like that could be just inherent. I have a rectangular face and there is no two ways about it - I find girls with rectangular faces striking.
Also with culture it is easier if culture is shared though quite possible a guy and a girl might both have adopted western culture and have no problem. As a western guy I might not at times understand an Asian girl if she is traditional.
So yeah I think Same Same could have that effect but it is not conscious.

Can be both. Humans are naturally hateful and arrogant to some degree and you need both to be a racist.
