Actually, it's a holdover from Ronnie Ray-Guns' firing the striking PATCO workers who struck to protest the sort of understaffing which caused this air tragedy. Not only did Ray-Guns' action embolden anti-union behaviour such as threats and actual job re-location to lower-wage countries, the first step to unravelling the middle class, it has continued in the understaffing of air traffic control towers seen today, which leads to accidents due to overworked, bushed ATCs.
