No, I don't think so. Well, maybe the days of the currently existing cartels... But not of the very idea of a cartel. And if the current ones are wiped out by the military, the new wave will just adapt to fighting a full-blown military.

The cartels are just businessmen doing business. As long as there is demand for their products, there will be supply. Therefore, the only way to stop them is to make the demand for the products they are selling go away. Now... I do believe President Donald Trump can achieve it in the USA alone, but still only temporarily. As soon as the Demo (n) crats get back in power in the USA, the demand for mental painkillers will return. Not to mention there will always be demand for them in places like Konzentrationslager Europa, so the cartels will not simply vanish, but branch out to actually profitable markets instead.

there's already special forces in Mexico... on both sides

working for and against cartels, and even special forces to counter other special forces... all from the USA

and at the end of the day, it is always the same... a single call from the "red phone" makes them all retrieve at once

The cartel have tunnels everywhere and I doubt that ICE knows where they are. So they aren't going to be able to find ALL of them.
This is the cartels livelihood and I believe that younger generations will make it their livelihood.

There will always be cartels.

Suppose we find out one day that the Mexican military helped them when we believed they were really going after them?

We seem to find out later after someone is on to them.

No, because even if the US effectively shuts down their ventures in the US, they will still control Mexico and have a market in Europe. It would be loosely parallel to what happened to the Mafia after rico: greatly diminished, but still in existence.

I don't see drug use going down any time soon and as long as there is demand, there will always be cartels. When street prices start moving higher you'll be able to tell there is a disruption in the supply routes

It's a bit like the war on drugs that had people serving lengthy prison sentences for minor drug offences, did it achieve anything. A large percentage of the American population can't live without substance abuse, so no, military operations to stop it will never solve the problems of dangerous cartels importing contraband into the US.
