What should we do about the Mexican cartels?

The Constitution grants the Congress To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water. Translated, Congress not only can declare war outright but, short of that, they can dispatch mercenaries and pirates to fix things, such as exterminating the Mexican cartels.

There's little doubt that Redneck Air Force, ex military that helped in disaster relief would head there with their AR's and shotguns to change the cartels' behavior. No doubt, DJT would spend taxpayer money to supply and outfit them.

Should we do that?
